CC Regular Session 4.8. <br />Meeting Date: 04/26/2016 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title <br />Adopt Resolution #16-04-084 to Hire Seasonal Public Works Maintenance Workers and Temporary Interns <br />Purpose/Background: <br />The purpose of this case is to request authorization to hire Seasonal Employees and Interns. Annually the City <br />employs Seasonal Public Works Maintenance Workers to perform work in the Parks, Streets, and Utilities Divisions <br />of Public Works and Interns to work in Administrative Services, Community Development, Engineering, and Parks. <br />The process to fill these positions includes an open competitive recruitment, interviews, background checks, <br />pre -employment testing, City Council approval to hire and on -boarding. <br />As a result, staff selected 11 qualified entry level seasonal candidates; as well as 2 qualified semi -entry level <br />seasonal candidates (to work in the recently established semi -entry level seasonal role as allowed by the 2015 - <br />2016 AFSCME labor agreement) and 4 qualified interns. All candidates have passed the pre -employment <br />screenings and staff recommends hiring the candidates listed below. <br />Notification: <br />Entry level seasonal pay: First year seasonal employees earn $10.00 per hour. Each year that seasonal employees <br />return they received a twenty-five cent per hour increase in pay, to a maximum of $12.00 per hour. <br />Semi -entry level season pay: Per the AFSCME labor agreement, semi -entry level employees earn 80% of step 1 on <br />the Maintenance Worker pay scale, with no increase upon re -hire. <br />Intern pay: The intern pay scale ranges from $12.00 per hour to $14.00 per hour, depending on qualifications. <br />Observations/Alternatives: <br />Option #1 To hire the selected 2016 Seasonal Public Works Maintenance Workers and Temporary Interns. <br />Option #2: Not moving ahead with hiring the Seasonal Public Works Maintenance Workers and Temporary Interns. <br />Staff does not recommend this option due to the inability to meet the highly labor intensive seasonal work demands <br />in the Public Works Department; as well as the much needed support provided by the temporary Interns in <br />Administrative Services, Community Development, Engineering, and Parks. <br />Funding Source: <br />The funding required to fill these positions is included within the approved 2016 budget. <br />Recommendation: <br />Staff recommends option #1 above, hiring the following 2016 Seasonal Public Works Maintenance Workers and <br />Temporary Interns: <br />A. Entry level seasonal employees: <br />a. First year: Daniel Jacob, Gunnar Ledin, Karlee Money, Jayden Stone, Bradley Beaver, Alex Foyt, and <br />Jacob Vanness at $10.00 per hour with start dates ranging from mid -May to early June <br />b. Second year and greater: Taylor Bushinski, Taylor Moshier, Ethan Scheuring, and Jake Marks at <br />
