Ote Minion; To work together xo reposIbly grow cur mantle hit . and to provide quality, cosi-effective. and eflk ent government services_ <br />CC Regular Session 7. 1. <br />Meeting Date: 04/26/2016 <br />By: Tim Gladhill, Community Development <br />Information <br />Title: <br />Consider Advisory Response to City of Anoka Regarding Site Plan Approval at 6058 Highway 10 NW for <br />Relocation of Riverplace Counseling <br />Purpose/Background: <br />The purpose of this case is to consider an advisory response to the City of Anoka regarding the proposed relocation <br />of Riverplace Counseling, a State licensed Residential Treatment Facility, to 6058 Highway 10 NW on the border <br />with the City of Ramsey. The impetus behind sending an advisory response is a result of public comment from <br />Ramsey residents, but also due to the fact the City of Ramsey is considering a Joint Powers Agreement (JPA) for <br />sanitary sewer service to this location. With this in mind, Staff wants to ensure that this is an acceptable land use <br />approval per Anoka Codes if the City of Ramsey is to enter into a legal contract. <br />The City of Anoka has received a request for site plan approval from Riverplace Counseling. The site, 6058 <br />Highway 10 NW, is currently owned by the City of Anoka. <br />• The site is guided as High Density Residential in the Anoka Comprehensive Plan <br />• The site is located in the Anoka R-6 Manufactured Home District <br />• The site is located in the Mississippi River Corridor Critical Area (MRCCA) Overlay District <br />Notification: <br />The City of Ramsey attempted to notify all residential property owners along Rivlyn Avenue of a workshop held <br />on April 21, 2016. Staff from the City of Anoka was present at this workshop to answer questions about the <br />proposal. <br />Observations/Alternatives: <br />The proposed site plan would create five (5) residential buildings consisting of two (2) units each. This calculates to <br />a total of ten (10) residential units. Each residential unit is proposed to have two (2) bedrooms. Each residential <br />unit is planned to house four (4) occupants, which is two (2) per bedroom. This calculates to a total of forty (40) <br />occupants. There is also the potential for future expansion for two (2) more buildings, for a total of fifty-six (56) <br />inpatient residents. <br />Additionally, Riverplace Counseling provides outpatient services in a proposed community building. Anoka Staff <br />has indicated that this community building has the capacity to serve up to sixty (60) outpatient guests (daytime only, <br />no overnight stay). The proposed relocation would consolidate several of Riverplace Counseling's current buildings <br />on Ferry Street (US 169). Details on this request are included in the attached Staff Report from the City of Anoka. <br />Staff has kept this summary brief, deferring to the full Anoka Report, to avoid conflicting language. <br />The proposed use does require a Zoning Amendment to Anoka's Official Zoning Map, as the proposed use is not <br />currently a permitted use under that Zoning District. The request includes a Zoning Amendment to Planned Unit <br />
