There are requests to <br />develop in outlying areas and the City really (lid not know how to handle it. It has changed from <br />when there was a moratoritun. ~I hel'c are a lot of changes and different forms of development to <br />look at. so that when sewer and v'atcr is expanded the City is able to handle it in a better fashion. <br />This should give. them a much better idea on development. <br /> <br />Assistant Co~nmunity De velopm~:n~ Oirector Trudgeon explained in 1990 the City had 4 in 40 <br />restrictions on land fbr eveJyone ,)utside the MUSA, which was not a moratorium. That was <br />lifted as pa~t of'the comprehensiv:: plan approval in 2001. There has not been much activity yet, <br />lately they have approved a couple o I'prope~ies and other people are asking questions to <br />subdivide. The City should have the proper ordinance that would not preclude development in <br />the future. <br /> <br />Councilmem her Cook explained, vl-~cn the comprehensive plan went through there Was a MUSA <br />line. However, as of now rather tmr~ a MUSA line, a city is either a MUSA city or not a MUSA <br />city. Thc Mci. Council leaves it ui~ to the Council to decide where the sewer will go. The City <br />needs to take a bc:tter look at the comprehensive plan, and the Met Council is asking for a new <br />comprehensi ye plan that meets th,:~ need of not having the MUSA line. Anyone owning 2-½ <br />acres already cam~ot subdivide unuer tt~e ordinance. A permit can still be pulled to put a house <br />on a vacant lot. this only aJ"fccts any(me plmming to subdivide this summer. <br /> <br />Mayor Gamcc indicated M r.
