Said improvement shall be installed by the building permit applicant or thc homeowner at the time the Certificate of Occupancy is issued or as soon thcreal'icr as possible, weather permitting. In the event this improvement is not timely installed on a lot, the DEVEI.OPER and/or the DEVELOPER'S assign(s), agrees that the CITY may install said improv,:m~cnt on the lot and specially assess the cost therefore against the lot. Street Cleaning. After the st:eet surfacing is installed, the DEVELOPER shall clear any soil, earth, or debris fi-om the :;treets within the Plat resulting from any construction within thc Plat by tl~c DEVELOPEk or its successors and assigns. From time to time, the CITY may remove :tccumulations o!' soil, earth and debris from the streets resulting from the construction ~,I' the Plat.
