At this l~oim she did not have a picture of what the larger process will <br />be and how it lits iq with thc speci~c request to extend City services. <br /> <br />Councilmcmbcr Zinamemaan stated that for sewer and water extensions of this magnitude the <br />City should do .~;o~c comprahcnsivt: planning first. <br /> <br />City Administrator Normm~ stated lha~.t there are a lot of things that have to happer~ that will take <br />several months, but the qtteslion is zen those things be done on a parallel track or do they handle <br />thc process mom segmented. Rect ntly the City Council met with the Planning Commission to <br />discuss some o l' thu, sc development i s.~ues and staff is somewhat confused as to what they should <br />be sending to thc })lanning Commission. With something this large the Planning Commission <br />could work on thc issue for one year and then the Council may have a completely different <br />vision. It would sccm to make mo~e sense Ibc the Council to provide the Planning Commission <br />will] at list of I-mcan]clefs. <br /> <br />Councilmcmbcu S(~'ommen agreed ii,at the Council should determine the scope of the study and <br />than establish some goals. <br /> <br />C, ouncilmember (%ok aisc) agreed, }lc:: thought it was important for the Council to figure out <br />exactly what thuy wunt to sec and tln,~n s;¢e if what is being proposed works into those plans. <br /> <br />(?ouncilmcmber Sluommen stated tlat the City has a great opportunity to master plan the area and <br />ultimately she wouid like to sec a pr~q~osed build-out map for the area. <br /> <br />Councilmen]bur I'~I'.,,ig stated that hc w'~)uld like to know what the steps would be in the planning <br />process, such ~ts do,.zs the grccnways plan get incmporated in the plan or when is that considered. <br /> <br />Assistant Community Devclopmen, Director Trudgeon replied that the trouble is determining <br />where they stat't and how far do th..~'y want to go with the planning. He noted that he has had <br />some dialog with l loisington Koegier on the process, which could easily be defined once they <br />know thc pxramotcr,s. <br /> <br />Councilmcmber Sl~ommen ,';rated that she thought including as many layers as possible would be <br />the most beneficial so possibly narrowing down the area they are looking at would make sense. <br />She recommended ihat staff identify a reasonable amount of area that could adequately be looked <br />at in several layers. <br /> <br />Councilmen]l)c~' Elvig noted that h.', did not think that the area north of the Trott Brook had <br />anything to do witl~ thc area they are discussing at this time. <br /> <br />Councilmcmbcr (Mok stated that thuy also need to look at clustering, ghost mapping, etc. as part <br />el'thc process. <br /> <br />Cily Co~-;ncil Work Session/May 4, 2004 <br /> Page 9 of 14 <br /> <br /> <br />
