Case #15: Implementation of Comprehensive Growth Planning <br /> <br />City Administrato~ Norman reviewed that comprehensive growth planning has become a focal <br />poinl oF discussion. This has been ,tiscussed in Council work sessions, the Council has met with <br />staFF and representatives ['rom the Mot Council, and has held a joint session with the Planning <br />Commission. Feasibility studies !~or two major areas for infrastructure extension have been <br />completed. A separate, yet related item is concerning the stormwater drainage project of County <br />Ditch #66. Some ~1' the design and easement acquisitions for the infrastructure extension can be <br />combined with thc: ditch clca~,-up p~oje~x, thereby reducing the costs of both the utility extensions <br />and stormwater and ditch olean-up l~roject. <br /> <br />Assistant Con matm ily Development Di rector Trudgeon explained one crucial and necessary step <br />of tiao Growth Plamaing process wili bo the Comprehensive Planning Amendment process. Staff <br />would propose tiaat the Comprehensive Plan Amendment process consists of several <br />components. Th~; first neccssar, l:ask would be collection of data and other base line <br />information. Staff would propose t~ limit this data collection to the rural and large lot area south <br />el' thc Tmtt B~-ool<. Thc daia gathe/ecl would update the information collected in 1998 as part of <br />thc I'ull Comlmzhc~sive ?lan procer;s. Once the base information is collected, the second stage <br />would be the intcg~'ation of various land use layers within the area south of the Trott Brook. The <br />layers to integrate would in¢Iude tr;~ils, green COaTidors, wetlands, roads, parks, future sewer and <br />water lines and ott-,cr necessary lay, zs. Once this is completed, the City should have a template <br />to usc when the City proceeds to ti-to next stage. The third stage would be to look at potential <br />land usc patterns in these areas given the layer template created in the second stage. It is <br />envisioned that thc~'c coukt be seve~ al different alternatives as a result of this process. In order to <br />keep thc process manageable, staff wotlld propose to only look at a couple development nodes. <br />The last t~cw components would l>e citizen participation and public hearings looking at the <br />altern at ives and fin all y form al actio~t by the City Council and Metropolitan Council. <br /> <br />Assistant (~o~n~nu~fity Dcvclopme~?c Director Trudgeon explained the Planning Commission <br />would conduct tht~ public hearings and make recommendations to the City Council as well as <br />participate in joint workshops with ~he City Council to review the data and shape the alternatives. <br />Start would propose that th(: Corem ~mi~,y Development Department be assisted in this process by <br />the City's cot~tractcd land usc pl;;nning firm, Hoisington Koegler Group, Inc.
