The '~m'k being addressed at this time came from a plan that was <br />suggested by a ee~'lain developer to come forward and extend sewer and water to certain areas. <br />That is the reason (i~ey are undertakJ ng ibis and the public needs to understand this. <br /> <br />Councihncmbcr [;lvig stated hc became involved with the Council for several reasons. One of <br />tho main rcascms was that he wante{! to help steer the City into smart growth, and getting in front <br />of the prcssut'c and demand w~ts o~:c o!' the issues. He thinks the feasibility study is something <br />they have to look at. There a~'c: oth:r components that go xvith that. There are some things they <br />already know rcgalding this issue. 'Fh~ Parks Commission has been doing a great job for years <br />getting ideas aboul parks, trails and green area, and staffhas been working on this for years. He <br />does not thint< they should hold th:tt behind their back and ask what the residents want to see. <br />Thc residents should be given some options. They need time to generate those ideas. He would <br />agree that he riches t~ot want to get too fttr down the process before there is public input, and phase <br />four would bo too fitl-, [')tit itt lhis tin*c 'chey have tools they can put in place. <br /> <br />Councilmcm/~cr C(,()I¢ stated thc Mci; Council did not come to them and say they are going to be a <br />dcvcloping corn mu n ity; the Cily said they would like to be considered a developing community <br />with Town Cemcr and other things coming in. The Met Council told them they see a problem <br />with thc MIJSA litte, and they will c;oi~sider the whole City as MUSA. The Met Council stated <br />they do not Inagrz to do a coml;~letc;ly new comprehensive plan, but rather a couple of <br />comprehensive plau~ amendments a~,d ~ complete comprehensive plan for 2008. A fiscal impact <br />study has been do~c regarding hey, the City will look in ten years. A lot of agreements have <br />been made. In addition, the City ha~l the Met Council put a pipe in this area in 1978 that they are <br />not cvcn using th<; capacity of.
