As part <br />el' thc Alpine Woods subdivision iho City will reduce the amount of trunk fees the developer <br />would give to the City by tile amo~mt of the extra size and depth that will be going through his <br />subdivision. Thelc is a valu(; to tha~ that the City will be paying back or forgiving of the <br />developer. That amount is part et thc cost associated with extra sizing and extra depth. Soft <br />costs arc alv,,~tys i~cluclcd when di.~cussing construction costs. The process to do the complete <br />design is broken imo a number el dil'l~'erent tasks. There are a number of components to the <br />engineering aspect o1' this project timt have some very close interaction together. That was the <br />reason t0t' thc discussion of acquisi~ ion. Acquisition does not have to occur now, but this is a six <br />to twelve month process and there arc: certain things that will have to be done. For example <br />preliminary design is outlined in tasks one through four. h~ the feasibility study there were 10 to <br />15 dil'l'crcllt option,s and they have I>eol~ narrowed to three options. They now need to do further <br />defining o t' thc al igmnent and see if there are any obstacles. One obstacle they know of is the gun <br />club with thc lead ,zontamination. ~fhey are not ready to put pipes in the ground, but they need to <br />know where they will go when they discuss land acquisition and if they will be on one side of the <br />wetland as opposed to another. When talking to different landowners, one could be amenable to <br />selling thc land and tho othc~'r opposed. It would be good to know that when designing the pipes. <br />Thcre needs to bca more advanced analysis of the alignment shown in the feasibility study. The <br />detailed dcsig~ a~]d collected field data will be of value no matter what. He suggested the <br />$35,000 and thc $51,000 could go lor~¥ard tonight. To answer the last question on how this gets <br />t'inanced, this is dil't'crent lhar~ thc comprehensive plan process. This is money that can be <br />borrowed against the enterprise fm~d,q. In his opinion, regardless of where the alignment gets <br />elected it is all part of the d~:sign princess to determine the best alignment.
