Councilmember Strommen <br />replied thc public input needs '~obc done beIbre integrating all the layers of formulating the plan. <br />City Administrator Norman stated he would recommend against this. The City needs to go <br />through a process and have inf0rm:ttion before they go out to the public. Councilmember Cook <br />stated he tbels thc public input is n~ore a part of the comprehensive plan, and not as much a part <br />oF what is bci~g discussed tonight. His main concern is that this first meeting will end up being <br />about whether' rcsirlcnts want City sex.vt! r and water. <br /> <br />Motion l'ailed. Voting Yes: (~ouncitmembers Strommen, Kurak and Zimmerman. Voting No: <br />Mayor Garnet, Cottncilmcmbet's Cc-ok, Elvig and Pearson. <br /> <br />Further discussion: Councilmembcr Zimmerman stated there are a lot of people on the Council <br />that are afl-aid of what the public i~as to say. Councilmember Elvig stated he is not afraid of <br />including the public. Com~cilme~nbcr Kurak questioned what area will be studied for the <br />comprclacnsive plan amendment. Assistant Community Development Director Trudgeon <br />reviewed thc area and explained i will go beyond the exact property lines. Councilmember <br />Kurak re)ted thc scope has not beei~ determined yet. She asked if the Council will be informed <br />regarding this. Councilmember Cook stated the <br />public input should be addressed i~ a ~;eparate motion. He xvould like to see the $90,000 start <br />working mad ho would like ~o be ab:e to show the residents what is already known. The Council <br />has dctem~incd they want a sewer lb~e, and that should be shown to the people. He does not want <br />to bring in tiao public until there is sotnething to lay out for them. She stated as this is laid out the citizen input would not be included until <br />stage Ibm'.
