I've enjoyed our working relationship the past few years and would be pleased to <br />have the opportunity to work with the City again. <br /> <br /> For the benefit of the new members of the Council I thought it would be helpful to provide some <br />biographical information. I had a 20 year career in government. I was the Commissioner of the <br />Minnesota Department of Transportation, Commissioner of the Minnesota Department of Human <br />Services, elected seven times to the St. Paul City Council, served ten years as a member of the <br />Metropolitan Airports Commission and served nine years as a member of the Metropolitan Transit <br />Commission. I was a finalist for the Secretary of Transportation position in the first Clinton <br />administration. Since leaving government, I have been the president of Leonard W. Levine & <br />Associates, Inc., a national consulting firm which represents the private sector in its dealings with <br />government and business. <br /> <br /> Since January 2000, I have worked with the City of Ramsey on such projects as helping with <br />financing of the TH #47 improvement project, right-of-way acquisition assistance related to the Highway <br />#10 project, coordinated and did all of the planning for the visits to Chicago to look at transit oriented <br />development as it would relate to the City of Ramsey and assistance with the City's comprehensive <br />planning process. I know t could be helpful going forward working on issues 'relating to further <br />improvements to TH #47, County Road #116 improvements, and Highway i0 interchange improvements <br />that would include the possible bridge crossing over the Mississippi River. All of these projects would <br />require assistance in the search for State and Federal financing that I have a great deal of experience with <br />and with which I have had excellent success. Because of the importance of these issues, I will commit to <br />working on these matters personally and not assigning them to staff. In addition, if the Council desires to <br />have me work in conjunction with others I'd be pleased to do so. <br /> <br />Thank you for your attention to this matter. <br /> <br />Leonard W.
