Councilmember adoption: introduc,:d the following resolution and moved for its RESOLUTION f87- RESOLUTION ESTABLISHING A POL[!,CY FOR THE EXPENDITURE OF FUNDS FROM TEE RUM RIVER STOR~ SL~E}~, TAXING D~ST~ICT' AND THE MISSISSIPPI RIVER STORM SE~ER TAXING DISTHICT WltEREA~:, the City of Ramsey has established the Mississippi River Storm Sewer Taxiing District an-I the Rum River Storm Sewer Taxing District with the intention of paying for th.~ costs associated with the development of storm sewer systems throughout Ramsez; and WHEREAS, it i~ the intention of the City Council to establish policies guidin~ the use of funds generated from said storm sewer taxing districts. NOW THEREFORE~ B~i IT RESOLVED $~ THE CITY COUNCIL OF THE CITY OF ~d~HSEY, ANOKA COUNt"f, STATE OF MINNESOTA~ as follows: PERMITTED COSTS Lx~lI~k~i_~3~System~. The cost of all trunks and trunk systems shall be paid for through the storm ~ewer taxing districts of the City of Ramsey. Trunks and trunk systems ~hall be identified by the City Engineer. Generally, a structure i~ a trunk or trun~c ~ystem if it: 1) Serves ~ large area; 2) Serves ~ numbe~ of pr~perties; 3) Is n~ed as a collecto? for laterals or sub-trunks; 4) Serves a system-wide ~teed for storm drainage. Laterals. 0nly i:he cost of laterals where a drainage problem exists in a developed area prior to the es~:ablishment of any storm sewer taxing districts will be paid for through tht storm sewer taxing districts of the City of Ramsey. Ail other lateral, cos':s must be paid from some other source. ]~~. Al) co~ts associat:ed with the maintenance, reconstructing, repairing, or improving existi~g storm sewer systems shall be paid for through the storm sewer taxing distric~:s of the City of Ramsey. EXCLUDED COSTS Storm sewer co~t~ related to the ~onstruction of Municipal State Aid streets which will be bo~ne by the Mu~li~ipal State Aid funds shall be excluded as eligible costs from either storm ~ewer taxing district. Costs of improvements which be~,.efit other governmental units shall be excluded as eligible co~t~ from either ~;to~va sewer taxing district. The motion for the adoption of th~ foregoing resolution was duly seconded by Councilmember and upon w~te being taken thereon, the following voted in favor thereof: and the following voted agains~ the same: and the following abstaimed: and the following were absent: whereupon said re~olution was ~eclared duly passed and adopted by the Ramsey City Council thi~ the 28th day of April, 1987.
