t~D .~,,TATE OF
EPARTMEI !T O1:: NATURAL RESOURCES

PHON[NO. 612/295-7523 1200 War~ter Rd., St. Paul, M~. 55106

March 3, 1987

Ms. Anne Not'tis
City of Ramsey
15153 Nowthen Blvdo
Ramsey, MN. 55303

Dear Ms. Norris:

RE: L & G REHBEIN EXCAVaTiON - NORTHFORK PROPERT~ NEAR ITASCA LAKE
(2-110>

I have reviewed the plan~-~ you provided regarding the above referenced
project~ The project does not involve any work within protected
waters or wetlands¢ ther~'fore a DNR permit for such work (as required
by M.S. ~105.42) is not ~'equired. The project will involve work below
the water' table and dewalering In excess of 10,000 gallons per day or
1 million gallons per y~ar would occur, a DN-R Appropriation Permit
(M.S. §105.41) is requi~ed. The property owner should obtain forms
from this office.

We are concerned about t,~e impact of the excavation on the localized
groundwater conditions a-~d water levels of Itasca Lake. The project
may effectively promote seepage out of the lake and the surficial
sand aquifer. In order to make a recommendation on this project,
further information is needed. At present, we are not aware of
sufficient data on th~ soils, water table elevations and the
relationship of the surJicial sand aquifer to deeper aquifers. Ail
available data will ~e researched and upon analysis of that
information~ we will advise the City of any additional data
requirements. After su~:ficient data is available, we will make a
recommendation to the Ci~:y, I expect that we would have our existing
data search completed wi~hi~ two weeks.

Therefore, we recommend no action be taken on the application until
the Department has had a~ opportunity to further study the project and
its' impacts on the grou~dwater system.

AN ~OUAL OPPORTUNITY EMPLOYER
