Establish future land use plan and allocations based upon an analysis of <br />physical, cultural, economic and governmental factors. Establish future <br />land use az~ develofmmnt p~tt~_rns for the ~{ 10 highway corridor. <br /> <br />D~ion~ <br /> <br />sir~e the Ramsey Comprehe~sive Plan was oompleted in 1982, numerous new and <br />significant factors have s~faced which will be influential in determining a <br />revised land use plan. While many factors such as soils, topography and <br />jurisdictions have remaJ, ned the same, other influential items, /ncludir~ <br />public infrastructure, market and development patterns, have obviously <br />change~ ~ ta~k will .identify those factors which impact the land plan <br />formulations record those items which have remained static and analyze <br />important issues° Our a~roach will be based arcur~ the following issues <br />ar~ activities: <br /> <br />ae <br /> <br />Examine existing p~ysical conditions including land use patterns, <br />abutting land use, ~butting zoning, physical infrastructure (soils, <br />vegetation, topography, utilities), and transportation systems. A <br />synthesis of this in,?.ormation will be develop~ using ~os and/or <br />statistical dat~ <br /> <br />Be <br /> <br />Review plans, policies and programs for Ramsey ar~ ak~ oommunities <br />to determine their role in determining future lar~ use designations. <br />The consultant team will examine community ordinances and official <br />controls such as zoning, ~qlbdivision, env/xt~mental and Metropolitan <br />Council pla~s~ I~terviews may be conducted to gather further <br />information or dotaJ n clarification on specific policies. <br /> <br />Ce <br /> <br />Evaluate land a~e, <br />corridor. Assess <br /> <br />~, and ~ppearanoe o0nside/~tions for the ~ 10 <br />~e~sures and potential for use change, and/or <br /> <br />Assist committee ~embers with establishing specific goals and <br />c~j~ctives to guide ~tion and evaluation of the land use plat. <br /> <br />Ea <br /> <br />Comple~ lar~ use p~an alternative scenarios and evaluate aooord/ng to <br />the previously est'~Lished goals and objectives, development impact and <br />cost consideratior~. The alternatives will include land use types, <br />varyi~3 densities, s~ site planning oonfigura~ Alternatives will <br /> <br />F$ <br /> <br />Use comments from tls oommittee and the consultant's analysis to evolve <br />the alternatives ~nto a workable land use plan. The plan will <br />designate specific parcels for zoning classifications, statistically <br />tabulate these categories and comment on the appropriateness of <br />existing land use designations within the city for the future <br />classificati~%o <br /> <br /> <br />
