15 Minutes CASE #12:

KEY COMMUNICATOR PROGRAM CONCEPT APPROVAL
By: Dave Hartley, City Administrator

Background:

The cor~cept of a Key Communicator Program is not a new idea. This type of
program got its start as a Crimewatch Program in many communities. Over time,
the communities realized that the motivation to maintain the Crimewatch Program
lessened. To keep these efforts alive, some communities developed what is
known as the Key Communicator Program which does a lot more than just
Crimewatch.

Here's how the Key Communicator Program works. Volunteers wishing to be Key
Communicators from various areas of the community are given detailed
information about events, happenings, and needs of the community, and in turn
these "Key Communicators" serve as a contact person ~ithin a neighborhood for
the purpose of disseminating this information. The second responsibility of
the Key Communicator is to gather information that may be relevant and needed
by local officials, such as informatior~ about vandalism, theft, community
needs, park usage, etc. The coordinator of the Key Communicator Program
manages and trains the Key Communicators and keeps the information flowing both
to and from the Key Com~unicators.

Locally, the Cities of Coon Rapids and Andover have been very effective in
their use of the Key Communicator Program which has been seen as a way of
improving upon communication and services with less of an investment of dollars
from the local community.

Presenting this concept will be Chief of Police Mike Auspos and Ms. Claudia
Dodge, Ramsey Community School Coordinator, with the possibility of guests from
the City of Andover and Indeper, dent School District ~11.

Recommendation:

Council Action:

Motion to:
Approve/deny
Ramsey.

the concept

of a Key Communicator Program for the City of

',

Review Checklist:

Administrator
Attorney
Engineer
Community Development

D i rect or

Chief of Police
Finance Officer
Public Works Superintendent
Community School Coordinator
