DSTATE OF <br /> <br /> EPARTMENT OF NATURAL RESOURCES <br />PHONENO. 612/296--7523 1200 Warner Rd., St. Paul, MN. 55106 FILENO. <br /> <br />April 23, 1987 <br /> <br />APR 2 7 <br />Ans' ............ <br /> <br />Ms. Anne Norris <br />City of Ramsey <br />15153 Nowthen Boulevard NW <br />Ramsey, Minnesota 55303 <br /> <br />Dear Ms. Norris: <br /> <br />RE: PINE VIEW ESTATES, 2ND ADDITION PRELIMINARY PLAT <br /> <br />I have reviewed the preliminary plat which you submitted and have the <br />following comments: <br /> <br />The pond indicated at the rear of Lots 4, 5, 6, 7 & 8 is <br />identified as protected wetland 2-671W and the Ordinary High <br />Water level is estimated to be 867.5. <br /> <br />me <br /> <br />It appears that development of Lots 4, 5, 6, 7 & 8 will be <br />possible without affecting wetland- 2-671W; however, minimum <br />building elevations should take into account high water <br />fluctuations of recent years which have caused basement flooding <br />problems in the vicinity. <br /> <br />e <br /> <br />The drainage easement over the rear of the above noted lots <br />should be expanded to include everything below elevation 867.5. <br /> <br />The wetland area located on Lot 10 is part of protected wetland <br />2-728W and its ordinary high water level is estimated to be <br />between 867.0 to 867.5. Access to the lot would be impossible <br />without filling the wetland. Filling of the wetland for <br />driveways or other access is prohibited by DNR rules. The plat <br />should be redesigned to allow access to Lot 10 without requiring <br />fill within the wetland. <br /> <br />Additionally, placement of a structure, sewage system and well on <br />Lot i0 appears to be severely constrained by the location of the <br />wetland. Combining Lots 9 and I0 and redistributing lot width <br />over the remaining 8 lots would be an alternative to avoid <br />development within the wetland. <br /> <br />A Drainage easement below elevation 867.5 on Lot 10 is also <br />recommended. <br /> <br />AN EQUAL OPPORTUNITY EMPLOYER <br /> <br /> <br />
