183 University Ave. E., St. Paul, MN 55101-2526 <br /> <br />(612) 227-5600 <br /> <br />MEMORANDUM <br /> <br />June 2, 1987 <br /> <br />TO: Mayors, Managers, Clerks <br /> <br />FROM: Ann Higgins, Federal Liaison <br /> <br />SUBJECT: CITY RESPONSES/ASSISTANCE NEEDED ON KEY FEDERAL ISSUES <br /> <br />Please read items below and respond as soon as possible. The League <br />urges you to pay particular attention to the concerns raised by <br />proposed amendments to catastrophic health insurance legislation now <br />before the U.S. Senate. In addition, Congressman Vento has requested <br />responses from cities concerned about obtaining information on the <br />exact location of pipelines within the city from pipeline operators. <br /> <br />I. SURVEY OF CITY INTEREST IN REQUIRED NOTIFICATION OF PIPELINE LOCATIONS <br /> <br />Representative Vento has requested cities' response to a provision <br />included in federal pipeline safety legislation he has authored that <br />would require interstate pipeline operators to provide cities maps <br />showing the location of pipelines within the city. Maps would be <br />provided directly to cities so that fire, emergency and other <br />city personnel would have information needed to provide for proper <br />service delivery and public safety protection and planning. <br /> <br />Please respond to the League on the following: <br /> <br />Does your city prefer federal legislative and/or regulatory <br />language that would require all pipeline operators to provide <br />the city with maps of the exact location(s) of pipelines within <br />the city? <br /> <br />Does your city prefer that such notification requirements direct <br />pipeline operators to provide such information solely at the state <br />level - to the newly created Minnesota Office of Pipeline Safety? <br /> <br />Does your city prefer that notification be mandated solely upon <br />the request of the city to the pipeline operator or does your city <br />prefer such maps (up-dated when appropriate) be m~de a requirement <br />for pipeline operators regardless of whether such information is <br />specifically requested by the city. <br /> <br />Please respond below and return your answers to the League office as <br /> <br /> <br />
