DSTATE OF

EPARTMENT OF NATURAL RESOURCES
1200 Warner Rd., St. Paul, MN. 55106
PHONE NO. 612/296-7523 FILE NO.

June 26, 1987

Ms. Anne Norris
City of Ramsey
15153 Nowthen Boulevard
Ramsey, MN. 55303

Jllt- f

Dear Ms. Norris:

RE: PINEVIEW ESTATES 2ND ADDITION, PW #2-728W

On June 23, 1987 I made a field inspection with Art Raudio regarding
the proposed development. We reviewed several matters related to
protected waters and wetlands, as follows:

1)

The construction of a driveway along the common property line of
Lots 9 and 10 of the subject development where approximately 15
feet of fill either side of the property line would be placed for
a driveway would not require a DNR permit. This would avoid the
need for realigning property lines; however easements or other
legal means of providing access were also discussed.

2)

The small wetland most Southerly on Lot 10 is not contiguous with
protected wetland 2-728W at its ordinary high water mark (OHW).
Mr. Raudio presented information which demonstrated that the
connection between the two wetlands was above elevation 867.5
feet. I previously had identified that wetland as part of
#2-728W.

3)

Excavation of a ditch to convey water from protected wetland
2-728W to the south ultimately to 2-671W would require a permit
from the DNR pursuant to Minnesota Statutes §105.42. The
application for such a permit should be coordinated by the city
as the work would constitute a water level control structure for
the wetland. Outlet elevations are dictated by the Department's
Rules Part 6115.0221, Item C for landlocked basins within a
single municipality (see enclosed copy).

AN EQUAL OPPORTUNITY EMPLOYER
