Hakanson <br />Anderson <br />Assoc.,Inc. <br /> <br />Engineers, Surveyors & <br />Landscape Architects <br /> <br />July 8, 1987 <br /> <br />Mr. Art Raudio <br />700 Industry Avenue <br />Anoka, MN 55303 <br /> <br />Grading Permit for Importing and <br /> Stockpiling Materials <br /> <br />Dear Mr. Raudio: <br /> <br />As requested I have written this letter to outline the requirements <br />of the City of Ramsey for issuing a grading permit for importing and <br />stockpiling materials. The following items must be submitted with <br />your request for a permit: <br /> <br />Source of material <br />Intended final use <br />If the proposed use is for topsoil, the material shall meet <br />the requirements of Section 3877 of the current Mn/DOT <br />Standard Specifications for Construction. An analysis of the <br />pH must be submitted and the gradation requirements must be <br />met after the material is incorporated into the soil. The <br />corporation of the import material with the existing soils <br />shall be limited to the top one foot of material. <br /> <br />The proposed location of the stockpiles must be shown on the <br />plan and shall not be placed so they block drainage. <br /> <br />If the stockpiles are to remain longer than six months, they <br />shall be graded and seeded. Under no circumstances shall the <br />stockpiles remain longer than 18 months. <br /> <br />6. Erosion from wind and water shall be controlled. <br /> <br />Placement of a bond adequate to compensate the City for the <br />removal of the material, payment of review fees and grading <br />permit fees and payment of all expenses incurred by the City <br />in the administration of the permit. <br /> <br />Z22 Monroe Street <br />Anoka, Minnesota 55303 <br /> <br />6II/427-5860 <br /> <br />Eugene J.
