CASE 412: <br />DISCUSS STATUS OF MR. RICRARD CARSON'S REQUEST FOR CITY <br />PARTICIPATION IN EXTENDING UTILITIES FOR RESIDENTIAL DEVELOPMENT <br />By: Anne Norris, Community Development Director <br />Background: <br />At its last meeting the Council discussed with Mr. Richard Carson his proposed <br />residential development north of Magnesium Street NW. At that time Mr. Carson <br />suggested an alternative alignment for the extension of sanitary sewer to that <br />development. City Engineer Raatikka noted that Mr. Carson's suggested <br />alignment would require amending the City's Comprehensive Plan and a review of <br />estimated sewer capacities. <br />The City Engineer and I are scheduled to meet with Metropolitan Council Staff <br />on August 10,1987 to discuss these issues. A report on the meeting with <br />Metropolitan Council will be available at the meeting. In addition, City <br />Engineer Raatikka will have estimates of alternative alignments to serve Mr. <br />Carson's project available at the meeting. <br />Observations: <br />As you recall, Staff has suggested imposing the following conditions prior to <br />Mr. Carson's project: <br />a) That the property between Magnesium Street NW and County Road No. 5 be <br />included in the project area; <br />b) That there be one agent representing the various property owners and <br />developers in the project area to work with the City; <br />c) That the developers have a unified development plan for the entire <br />project area which would include thoroughfares, drainage, open space, <br />phasing, etc.; and <br />d) That the costs for extending trunk utilities to the boundary of the <br />project area would be financed with tax increment proceeds. However, <br />the costs of utilities within the project area would be paid by <br />assessments against the project area. <br />Recommendation: <br />Council action will be based on your discussion. <br />Review Checklist: <br />Administrator <br />Attorney <br />Engineer <br />Community Development Director <br />X Chief of Police <br />Finance Officer <br />X Public Works Superintendent <br />X Bond Counsel <br />X <br />�I <br />
