CITY OF RAMSEY <br />Schedule of Findings and Responses <br />Year Ended December 31, 2015 <br />FINDINGS — MINNESOTA LEGAL COMPLIANCE AUDIT <br />2015-001 RESPONSIBLE CONTRACTOR LANGUAGE <br />Criteria — Minnesota Statute § 16C.285. <br />Condition — Minnesota statutes require the City of Ramsey, Minnesota (the City) to include <br />responsible contractor language for each construction contract in excess of $50,000, awarded <br />pursuant to a lowest responsible bidder or best value process. The successful contractor must <br />submit a verification of compliance signed under oath by an owner or officer verifying <br />compliance with the minimum criteria set forth in Minnesota Statute § 16C.285. <br />Context — One of three bids tested was not in compliance with this statute. This is a current <br />year finding. <br />Cause — This was an oversight by city personnel. <br />Effect — One bid approved in 2015 was not in compliance with this statute for responsible <br />contractor requirements. <br />Recommendation — We recommend that the City review applicable statutes and bid <br />procedures to ensure future compliance. <br />Management Response — There is no disagreement with the audit finding. The City will <br />review its procedures to ensure that certificates are obtained in the future. <br />-4- <br />
