7. COUNCIL BUSINESS <br />7.01: Consider Adopting Resolution #16-06-111 Approving Plans and Specifications and <br />Authorizing Bids for Improvement Project #16-00 Division B, 2016 Mill and <br />Overlay Improvements <br />City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #16- <br />06-111 approving plans and specifications and authorizing bids for Improvement Project #16-00, <br />Division B; 2016 Mill and Overlay Improvements. <br />Councilmember Riley stated that when this was discussed in the past he believed there was <br />concern regarding the assessments. He asked if the information had been clarified and whether <br />the resident was satisfied with the response. <br />City Engineer Westby stated that he replied to the resident concerned supplying additional <br />information on why the assessment is proposed as it is. He stated that he did not receive further <br />response from the resident and therefore believes the concern to have been addressed. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to Adopt <br />Resolution #16-06-111 Approving Plans and Specifications and Authorizing Advertisements for <br />Bids for Improvement Project #16-00, Division B 2016 Mill and Overlay Improvements. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Kuzma, <br />Riley, Shryock, and Williams. Voting No: None. <br />7.02: Consider Adopting Resolution #16-06-115 and #16-06-116 Granting Approval of the <br />Final Plat and Development Agreement for Woodlands 3rd Addition; Case of <br />Lennar Corporation <br />City Planner Anderson reviewed the staff report and recommendation to adopt Resolution #16- <br />06-115 and #16-06-116 approving the Final Plat and Development Agreement for Woodlands 3rd <br />Addition, contingent upon compliance with the Staff Review Letter dated June 10, 2016, and <br />review and approval of the Development Agreement as to legal form by the City Attorney, as <br />well as review by the City Engineer regarding the cost estimates for Stage I surety. <br />Councilmember LeTourneau asked if the Planning Commission has reviewed and recommended <br />approval of this item. <br />City Planner Anderson explained that Final Plat requests come only before the Council but noted <br />that the Planning Commission was involved in the review of the Preliminary Plat. <br />Motion by Councilmember Kuzma, seconded by Councilmember Riley, to adopt Resolution <br />#16-06-115 Granting Final Plat Approval of Woodlands 3rd Addition and Resolution #16-06-116 <br />Approving the Development Agreement for Woodlands 3rd Addition. <br />City Council / June 14, 2016 <br />Page 6 of 10 <br />
