These barriers <br />contribute to the creation of Areas of Concentrated Poverty where at least half the residents <br />are people of color —also known as Racially Concentrated Areas of Poverty (see Figure 10). <br />In 1990, all of the region's Areas of Concentrated Poverty where at least half the residents <br />are people of color were in Minneapolis and St. Paul. By the end of the 2000s, Areas of <br />Concentrated Poverty where more than half the residents are people of color included both <br />the original census tracts from 1990 and additional tracts in Brooklyn Center, Brooklyn <br />Park, Richfield, and the federal lands constituting Fort Snelling.
