In <br />2000,the Metropolitan Council projected thatthe[egi0nSh0u|dadd51,000nevvunitS0f <br />affordable housing between 2011and 2020t0accommodate the forecasted growth in <br />low- and moderate -income households. (Note that this ignores the need for affordable <br />housing that existed in 2010, that is, the 144,000 households paying more than half of their <br />income on housing —much less the additional 138,000 who are paying between 30% and <br />50% of their income on housing. These are the low- and moderate -income households <br />that currently experience housing cost burden.) Over the first three years of the decade the <br />region added 2,993 new affordable units, meeting just over 5% of the decade -long need.
