Stewardship leads to decisions that advance prosperity, equity, <br />livability, and sustainability. Prosperity provides more resources to support stewardship, <br />equity, livability, and ouot8in8bi|ihy. Equity iocrucial 10creating greater prosperity and <br />livability in the region. And so on. <br />Plans, policies, and projects thatbaanceaUfiveoftheoeoutcorneowiUcreate000itive <br />change, while efforts that advance only one or two at the expense of the others may fall <br />short over the long term. Policyrnakers make tough decisions by weighing the benefits and <br />costs oftheir options against these five outcomes. <br />Housing plays a key role in advancing all five of the Thrive outcomes. This part of the <br />Housing Policy Plan outlines housing strategies that advance the Thrive outcomes and <br />identifies Council roles, local responsibilities, and local opportunities to implement these <br />strategies. Many 0four regi0n\u |0c8| governments— including counties, cities, and <br />townships —are already putting many of these opportunities into practice and should <br />consider implementing other suggested opportunities within the context of their |0c8| <br />housing markets. In many cases, the strategies defined in this part will require collaborations <br />beyond the Council and its local government partners. Byidentifying these broad regional <br />priorities in the Housing Policy Plan, the Council's goal is to catalyze the conversations and <br />regional partnerships needed to advance housing policy in the Twin Cities region. <br />HOUSING POLICY PLAN "TWo:omwcomq* <br />
