<br />The federal Fair Housing Act declares the federal government's intention to address and
<br />prevent discriminatory practices in housing: "|t is the policy of the United States to provide,
<br />within constitutional limitations, for fair housing throughout the United States."" The Act
<br />covers a broad range of prohibited housing and real -estate -oriented practices that may be
<br />undertaken by lenders, leasing agents, real estate brokers, and others including but not
<br />limited to:
<br />* Refusing to sell or rent to any person on the basis of race, color, religion, sex, or national
<br />origin.
<br />* Discriminating hvoffering differential terms onthe bases above.
<br />* Making, printing or publishing material pertaining tosale or rental ofhousing that includes
<br />any stated "preferences, limitations, 0rdiScrinnin8ti0n~ excluding protected groups.
<br />* Claiming toany person onthe basis ofrace, color, religion, sex or national origin that a
<br />unit iSnot for sale 0rrent when infact itis.
<br />* Refusing to permit, at the expense of a person with disabilities, reasonable modifications
<br />that enable the tenant tohave full enjoyment ofthepnarnioea.
<br />* Discrimination in rea|-eotate-re|atedtranoactiono and in provision ofbrokerage services.
<br />Additionally, the Minnesota Human Rights Act explicitly bans discrimination in housing and
<br />real estate:
<br />"Subdivision 1.Freedom from discrimination.
<br />(a) It is the public policy of this state to secure for persons in this otate, freedom from
<br />discrimination:
<br />M\inemployment because 0frace, color, creed, religion, national origin, sex, marital
<br />status, disability, status with regard to public assistance, sexual orientation, and age;
<br />(2) in housing and real property because 0frace, color, creed, religion, national origin,
<br />oex, marital atatua, diaabi|ity, status with regard to public aooiatance, sexual orientation.

<br />sexual orientation, and disability;

<br />(5) in education because of race, color, creed, religion, national origin, Sex, marital
<br />otatuo, dioabi|ity, status with regard to public assistance, sexual orientation, and age.
<br />(b) Such discrimination threatens the rights and privileges of the inhabitants of this state
<br />and menaces the institutions and foundations of democracy. It is also the public policy of
<br />this state to protect all persons from wholly unfounded charges of discrimination. Nothing
<br />in this chapter shall be interpreted as restricting the implementation of positive action
