In addition to <br />the 13 entitlement jurisdictions, the Carver County Community Development Agency, the <br />Scott County Community Development Agency, and the Metropolitan Council participated <br />in and helped fund the Al to ensure that the process encompassed all seven counties of <br />the metropolitan area. (The Council itself does not receive either CDBG or HOME dollars <br />and is therefore not required to complete an Al. However, the Council contributes funding, <br />participation, and technical support to the work of the FHIC to identify and develop <br />strategies that address impediments tofair housing in the region] <br />The State of Minnesota's Al —led by DEED in coordination with Minnesota Housing and the <br />Minnesota Department ofHuman Services (DHF) --o|uooddreuueutheueven-county metro <br />area. These organizations jointly certify that they will affirmatively further fair housing when <br />using HUD resources and that such responsibility will be extended to downstream recipients <br />of the funding, such as local program administrators or developers. <br />Under the new Affirmatively Furthering Fair Housing rule, a new Assessment of Fair Housing <br />will replace the Analysis of Impediments process.
