|Dfegratt housing <br />into fraDsit\ay p|aDD'Dg and deve|Qp0eDf <br />The most recent criteria for evaluating transitway investments for federal New Starts and <br />Small Starts funding through the Federal Transit Administration (FTA) include a housing <br />component. Existing affordable housing is among key scoring criteria. Existing affordable <br />housing, as well as plans and policies to maintain or increase affordable housing in a <br />proposed transitway, are used to determine the award of federal resources to fund the <br />build -out ofaregional traneitvvaysystem. In its review processes, the FTArates how a <br />transitway corridor's share of affordable housing compares with the region's overall share <br />of aff0nJ8b|e housing. In addition, the FTA is looking for transit -supportive plans, policies, <br />and tools to preserve and expand affordable housing along the transitway, including: <br />• Evaluation ofcorridor-specific affordable housing needs and supply. <br />• Plans and policies topreserve and increase affordable housing such as: <br />- |nC|ueion8ryzoning and/or density bonuses for affordable housing. <br />- Employ er-aeeieted housing policies. <br />- Voluntary or nn8nd8t0[y inC|uei0n8ry housing policies. <br />- Rent orcondominium conversion controls. <br />- Zoning to promote housing diversity. <br />- Affordability covenants. <br />• Adopted financing tools and strategies to preserve and increase affordable <br />housing such as: <br />- Target property acquisition, rehabilitation, and development funding for <br />low-income housing within the corridor, including: <br />• Low Income Housing Tax Credits. <br />• Ongoing affordable housing operating subsidies. <br />• VVeatherization and utilities support program. <br />• Local tax abatements for low-income orsenior housing. <br />• Local or state programs that provide mortgage or other home ownership <br />assistance for lower -income and senior households. <br />- Established land banking programs ortransfer tax programs. <br />- Local orregional affordable housing trust funds. <br />- Targeted tax increment financing orother value -capture strategies for <br />low-income housing. <br />• [EvidenCe0f]deve|0per8Ctivityt0preeerve8ndinCre8ee8ff0rd8b|eh0ueing.»/ <br />MD:mwnciRle!�: AdvancinoiWegration.collaboration and acmom*t�thi|wv <br />
