This Housing Policy <br />Plan provides an integrated policy framework that unifies the C0unoi|'a existing roles in <br />housing and opportunities for an expanded Council role supporting housing across the <br />region. These roles include: <br />* Reviewing local comprehensive plans for the housing element, the housing <br />implementation program, and nnininnunn or nnaxinnunn residential densities. <br />* Funding housing development through the Livable Communities Act programs. <br />* Working with local governments to define their share of the metropolitan area need <br />for low- and moderate -income housing. <br />• Administering the state's largest Section 8 Housing Choice Voucher program and <br />providing rental assistance to 6,200 low-income households throughout Anoka, <br />Carver and most ofsuburban Hennepin and Ramsey counties. <br />* Providing technical assistance to local governments to support orderly and <br />economical development. <br />* Identifying opportunities to integrate housing effectively with the Counoi|\*work <br />in regional parks, transportation, and water resources. <br />* Collaborating with and convening partners and stakeholders to elevate and expand <br />the regional housing dialogue. <br />Part U| of this Housing Policy Plan addresses key areas where this plan is refining existing <br />Council policies and defining new and expanded roles for the Council, including: <br />* Three critical affordable housing measures: <br />- Allocation ofAffordable Housing Need (the Need). <br />- Livable Communities Act Goals for Affordable and Life -cycle Housing (the G080. <br />- Housing Performance Scores (the 800n4. <br />* Council funding 0fhousing development. <br />* Review oflocal comprehensive plans. <br />* An expanded role in providing technical assistance around housing. <br />* Convening and partnering to elevate the regional affordable housing dialogue. <br />This part does not include the Council's Housing and Redevelopment Authority <br />(Metro HRA) because it has a well -established role in the region. <br />HOUSING POLICY PLAN Three: Council Policies and Roles to Expand Viable Housing Options <br />
