comprehensive plans, the Goal ioamechanism for participants ofthe Livable Communities <br />Act toshow their commitment and effort to produce affordable and life -cycle housing. <br />With their Goal expressing a desire to expand housing choices, the LCA-participating <br />communities are aided and rewarded by access to the LCAfundin8 discussed on page <br />104. The two measures are products of different legislation with different purposes and <br />requirements. One of the desired outcomes of this Housing Policy Plan is to improve the <br />understanding of the roles of these measures in the regional housing conversation. <br />Council actions <br />• Enter into Goal negotiations with communities with the intent that communities feel more <br />ownership over their negotiated G08|S. <br />• Improve understanding of the difference between the Need and Goal measures. <br />Housing Performance Scores (the Score) <br />The Council currently uses Housing <br />Performance Scores (the Score) to <br />give priority for funding tocommunities <br />that are maintaining or expanding <br />their supply 0faffordable housing and <br />using fiscal, planning, and regulatory <br />tools to promote affordable housing. <br />The Council uses the Score intwo <br />of its three LCA programs to reward <br />high -scoring communities that have a <br />clear and demonstrable commitment <br />to provide affordable housing options. <br />Local Housing Performance Scores <br />also constitute 7% 0fthe total points <br />available in the 2014 round of the Regional <br />Solicitation for Transportation Funding. <br />At the same time, the Council assists affordable housing development in cities struggling <br />with housing performance. The Council gives preference to cities having lower Housing <br />Performance Scores in funding decisions for the Local Housing Incentives Account, <br />which has funded more than one-third of the affordable units funded through the Livable <br />Communities Act programs. Furthermore, when communities with lower Housing <br />Performance Scores apply for Livable Communities Demonstration Account funding for <br />projects that help meet their affordable and life -cycle housing goa|, proposals are held <br />harmless by assigning the higher of the community's actual Score or the average Scores <br />from all proposals being evaluated. <br />The Housing Performance Scores are the legacy of Policy 39 from the Council's 1985 <br />Housing <br />Development Guide.
