112 <br />Communities should guide an adequate supply of land at appropriate minimum densities to <br />meet their Allocation of Affordable Housing Need. Communities have two ways to address <br />the need for the 2021-2030decade: <br />* Option 1: Guide sufficient land 8t8minimum density 0f8units/acre t0meet the <br />community's total Need. <br />OR <br />* Ootion2: Guide sufficient land at a minimum density of 12 units/acre to meet Need at <br />50% or less of AMI (that is, the two lower affordability bands) and a minimum density of 6 <br />units/acre to meet need at 51 %-80% AMI. <br />These options allow communities flexibility in how they guide land use to meet statutory <br />requirements within the range of community characteristics. Only enough land sufficient to <br />address the Need must be guided —for example, a Need of 100 units could be addressed by <br />12.5 acres guided at 8 unito/aore, or2.5 acres guided at40 units/acre. <br />Additionally, communities that choose Option 2 and have a demonstrated history of creating <br />affordable units at densities lower than 0 units/acre may guide land at lower nnininnurn <br />densities (as |ovv as 3-6 units/acre) when promoting land availability at the 5196-8096 band <br />of affordability. <br />Communities that do not guide an adequate supply of land at appropriate densities to meet <br />theirAllocation of Affordable Housing Need —that is, communities that are not fulfilling their <br />statutory role to plan for their share of housing affordable to low- and moderate -income <br />households —will be considered inconsistent with Council policy and therefore will not be <br />eligible to participate in, and receive funding from, the Livable Communities Act programs. <br />The Council fully acknowledges that land guided at higher densities may develop at higher <br />price points. (Communities that are not meeting their Goal for affordable and |ifeoyo|e <br />housing remain eligible to receive funding from the Livable Communities Act programs and <br />will continue to receive priority in selection for funding from the Local Housing Incentives <br />In addition to meeting the requirements of the Metropolitan Land Planning Act, these <br />minimum densities help create opportunities across the region for new affordable housing <br />rather than only in the older parts of the region that have higher densities. <br />Three: Council Policies and Roles toExpand Viable Housing Options <br />
