However, <br />the scope of impediments to fair housing —particularly taking legal action against any <br />discriminatory actions by financial institutions, landlords, or real estate agents— io beyond <br />the role and authority of the Council and its local government partners. As a regional <br />leader with a keen interest in expanding housing choices for all of the region'o residents, <br />the Council will convene 8larger regional conversation t0develop strategies, roles, and <br />responsibilities to expand fair housing in the Twin Cities region. <br />Released by the Council in2014,Choice, Place and Opportunity: An Equity Assessment <br />of the Twin Cities described the [egi0n'S history of discrimination and segregation by <br />income and race. As of the release of this plan, the Fair Housing Implementation Council is <br />developing its 2015 Regional Analysis of Impediments to Fair Housing. The Council intends <br />to update the Choice, Place and Opportunity assessment in 2018 to align with the 2019 <br />Assessment of Fair Housing that will replace the 2015 Regional Analysis of Impediments to <br />Fair Housing. In addition to these periodic assessments, the Fair Housing Implementation <br />Council provides a regional venue for local entitlement communities to leverage their use of <br />COBG and HOME funds from the U.G. Department of Housing and Urban Development to <br />affirmatively further fair housing. <br />However, the scope of the monitoring and enforcement necessary to both understand and <br />address the full extent of housing discrimination in the region is beyond the resources that <br />now exist. To address this shortfall, the Council is budgeting some funds to support fair <br />housing activities in 2015. <br />Council role <br />• Provide financial support to regional research and other activities related to advancing fair <br />housing as well as determining if and where discriminatory lending or real estate practices <br />are occurring and limiting housing choices. <br />• Convene regional conversations about fair housing, and collaborate in regional initiatives <br />to address discriminatory lending practices, real estate steering, orother discriminatory <br />practices found tobeoccurring and limiting housing choices. <br />• Partner with HouoingLinkto connect renter households with opportunities and promote <br />fair housing practices. <br />FOUR: Opportunities for Collaboration <br />
