1985 The Council updates the Housing Policy Plan and creates a"community <br />index system" to compare types and cost of housing by community, which is <br />the forerunner of the housing performance scoring program used to help evaluate <br />applications requesting Livable Communities Act funds. <br />1994 The Council adopts the Regional Blueprint,which calls for apartnership between <br />the Council and local communities to meet the range of housing needs of people <br />at various life -cycle stages; broaden locational choice and access; and support <br />use of public funds to achieve these affordable housing needs. The Blueprint <br />seeks to replace lost housing and prohibit building units in areas ofpoverty <br />concentration or experiencing disinvestment. The Blueprint also includes priority <br />for regional infrastructure investments and expenditures tothose communities that <br />implement plans toprovide their share ofthe region'oneed for low- and <br />moderate -income housing. The Blueprint ionot followed by8Housing Policy Plan. <br />1995 The legislature passes the Metropolitan Livable Communities Act 0-C/Adirecting <br />the Council to negotiate voluntary life -cycle and affordable housing goals with <br />participating communities. The LCA provides grants and loans to promote <br />affordable and life -cycle housing along with other legislative goals, including <br />compact development and environmental remediation. <br />1995 Hollman Consent Decree is approved requiring relocation of families from Sumner- <br />Olson8ndG|envv00d-Lvnd8|eh0uainginW1inne8p0|io;thediop0oiti0n0rdern0|iti0n <br />of up to 770 public housing units and the replacement of these units in areas that are <br />not concentrated by race or poverty; the redevelopment of the Minneapolis Near <br />Northside; creation of an affordable housing clearinghouse (housinglink.org); the <br />issuance of 900 new Section 8 certificates (now vouchers); and providing housing <br />mobility counseling to families. <br />2000 The Council establishes the Family Affordable Housing Program to develop and <br />operate Hollman replacement public housing units in Anoka and suburban Ramsey <br />and Hennepin counties. <br />2000 The Council's Mayors Regional Housing Task Force studies the ongoing need <br />and shortage of affordable housing opportunities, finding that 25,000 new <br />affordable rental homes and 7,000 new affordable ownership homes are needed <br />inthe upcoming five years tomeet needs. Afollow-up report in2OO2notes <br />the continued struggle to meet needs and works to identify strategies to meet needs. <br />2004 The Council adopts the Regional Development Framework, which includes policy <br />language encouraging expanded choices inhousing location and types, and <br />improved access to jobs and opportunities. Under the Framework, the Council <br />should use its programs and resources to encourage communities to provide for a <br />diversity of housing types and costs.
