Housing Discrimination <br />Discrimination based on protected class status, including nace, gender, age, ethnicity, <br />national origin, sexual orientation, gender identity, rn8rit8| status, or veteran status. Specific <br />areas ofhousing discrimination are rental discrimination, sales discrimination, lending and <br />mortgage discrimination, and discrimination in the approval of homeowner's insurance. <br />Housing Element (part 0fthe Comprehensive Plan) <br />Under state statute, a local comprehensive and land use plan must include a housing <br />element containing standards, p|ano, and programs for providing adequate housing <br />opportunities tomeet existing and projected |oca|andregiona|houoingneedo,inc|udingbut <br />not limited to the use of official controls and land use planning to promote the availability of <br />land for the development 0flow- and moderate -income housing. <br />Housing Implementation Program (part ofthe Comprehensive Plan) <br />Local comprehensive plans must include an implementation section identifying the <br />programs, fiscal devices, and official controls the community will use to address their share <br />ofthe region'oneed for low- and moderate -income housing (the Need). <br />Housing Improvement Areas <br />A defined area within a city where housing improvements are made or constructed and the <br />costs of the improvements are paid in vvh0|e or in part from fees imposed within the area. <br />Housing Performance Scores (the Score) <br />The scoring system created and employed by the Council to evaluate city and county <br />performance in the support of affordable and life -cycle housing. The Score uses a <br />combination of survey and other data to derive a Score between 0 and 100 for each <br />community onanannual basis. <br />HoU8ingUnk <br />HousingLink is an affordable housing information clearinghouse established as a result <br />of the 1995 HoUrnan u Cisneros consent decree to ensure that low -to -moderate -income <br />families have access to the affordable housing information they need. <br />Housing Opportunities for Persons with Aid8(H[)[nWA) <br />Under HOPVVA,HUD makes grants t0local communities, states, and nonprofit organizations <br />for projects thataddreoothehouoingneedoof|ovv-incorneperoono|ivingvvithH|\VA|[}Sand <br />their families. <br />Housing Revenue Bonds <br />Bonds issued tofinance construction orrehabilitation ofmultifamily housing projects vvhere <br />a specified proportion of the units will be rented to moderate- and low-income families, in <br />some cases specifically targeted toward elderly residents.
