Section 3 resident is either a public housing resident or a low- or very low-income person. A <br />Section 3 business concern is a business that is at least 51 % owned by Section 3 residents, <br />ernp|0yo Section 3 residents as at least 30Y6 of its full-time employees, 0rcommits t0 <br />subcontract more than 25% of all subcontracts to businesses meeting the criteria. <br />Section Housing Choice Voucher Program <br />This HUD program provides rental assistance to low-income families in the form of <br />vouchers eligible households may use for the housing of their choice. The voucher payment <br />subsidizes the difference between the gross rent and the tenant's contribution of 30% of <br />their adjusted income (or 10% of their gross income, whichever is greater). <br />Section 811 Program <br />The HUD Section 811 Supportive Housing for Persons with Disabilities Program provides <br />funding to nonprofit organizations to develop and subsidize rental housing with supportive <br />services for very -low- and extremely -low- income adults with disabilities. <br />Sewer Availability Charge /A&C\ <br />The Sewer Availability Charge (SAC) is a one-time fee imposed by the Metropolitan Council <br />Environmental Services (MCES) division to local communities for each new connection <br />made to the central sewer system or in response to an increase in capacity demand of <br />the Metropolitan Disposal System. Any 0fthe 100metro communities subject t0SAC may <br />pass the SAC fee along to building or property owners, but remain liable regardless for the <br />payment made toW10ES. <br />Single -Family Housing <br />A dwelling unit, either attached or detached, designed for use by one household and with <br />direct access to a street. It does not share heating facilities or other essential building <br />facilities with any other dwelling. In many funding programs, properties with upt0four units <br />(including duplexes, triplexes, and quadplexes) are treated as single-family housing. <br />Steering <br />Aterm used to describe the illegal practice of real estate agents showing only certain ethnic <br />and/or racial groups housing located in certain areas. <br />SubG]loCGtorS <br />The cities of Minneapolis and St. Paul and Dakota and Washington counties receive their <br />own allocations 0fLow-Income Housing Tax Credits that they, 8SSub8U0c8t0rS,may <br />allocate toeligible affordable housing projects. <br />Subsidized Housing <br />Subsidized housing is housing that is made available at below -market rates through the use <br />of government subsidies.
