ANOKA COUNTY HOUSING STUDY GENERAL OCCUPANCY RENTAL HOUSING <br />Table B-4: Performance of Subsidized Rental Housin2 Develonments <br />• A total of 632 units of shallow subsidy housing and 418 units of deep subsidy housing were <br />identified in Anoka County. Surveyed developments had participation rates of 78.0% and <br />100.0% for shallow and deep subsidy housing, respectively. <br />• A total of 22 units of shallow subsidy housing were identified as vacant in Anoka County for <br />an overall vacancy rate of 4.5%. This vacancy rate is below market equilibrium (5.0%) and <br />generally indicates a healthy level of shallow subsidy housing in the County. Individual <br />submarkets varied from 0.0% to 7.7% with two submarkets — Blaine, Circle Pines, & <br />Lexington (7.7%) and Anoka (5.6%) — having vacancy rates higher than equilibrium. <br />• Most of the shallow subsidy units in Anoka County were developed through the Low -Income <br />Housing Tax Credit (LIHTC) program, and are restricted to households with incomes at or <br />below 60% AMI. The 2010 income limits for Anoka County are shown below for one- to <br />four -person households at 60% AMI: <br />1 Person $35,280 <br />2 Person $40,320 <br />3 Person $45,360 <br />4 Person $50,400 <br />• For deep subsidy housing, there were no vacant units in the County. Further, most <br />developments had closed waiting lists with a typical wait of two years. There is significant <br />need for additional deep subsidy housing in Anoka County. <br />• Deep subsidy developments in Anoka County were nearly all project -based Section 8 <br />housing, which has income -restrictions at 30% AMI and requires rent -based income of a <br />household's adjusted gross income. The following are income limits for Section 8 housing in <br />Anoka County for one- to four -person households: <br />1 Person $17,640 <br />2 Person $20,160 <br />3 Person $22,680 <br />4 Person $25,200 <br />• Additional detail on each subsidized rental development in Anoka County can be found in <br />Table B-7 located at the end of this section. <br />Table B-5: Housin2 Choice Voucher Program <br />• The Housing Choice Voucher Program (also known as Section 8) utilizes the existing private <br />rental market in Anoka County to provide decent, safe, and sanitary housing opportunities for <br />low-income families, elderly, handicapped and disabled persons at an affordable cost.
