ANOKA COUNTY HOUSING STUDY SENIOR HOUSING <br />Blaine <br />• Suite Senior Living (formerly known as Comforts of Home) of White Bear Lake is <br />under construction on an expansion of their current campus located on the northeast <br />corner of Cloud Drive NE and 125th Avenue NE in Blaine. The expansion includes 20 <br />assisted living units and 12 memory care units in a completely separate building. <br />• Two large senior developments in Blaine have been approved for about two years. <br />However, both developments have been unable to obtain financing; it is uncertain if <br />either development will move forward. It is most likely that if one moves forward, <br />the other would not. The following are descriptions of the two approved <br />developments: <br />1) Crest View Senior Communities received City approval to develop a <br />174-unit campus at Ulysses Street and Paul Parkway. The campus <br />would include 100 congregate units, 54 assisted living units, and 20 <br />memory care units. Crest View has been unable to secure financing <br />and thus, the development has been stalled for about two years. <br />2) Welsh Companies received City approval to develop the Hipp Farm <br />property on 125th Avenue west of Highway 65 with senior housing. <br />As proposed, the development would contain 45 congregate units, 46 <br />assisted living units, 16 memory care units, and 32 skilled care beds. <br />The development was to be called Afilius Senior Living and managed <br />by Walker Elder Care. However, the developer was unable to obtain <br />financing and the project stalled in spring 2010. It is uncertain if the <br />developer will continue to pursue this development. <br />Columbia Heights <br />• There is an affordable age -restricted building proposed by 37th and Central LLC. The <br />proposed building, Heights Gateway, would be located on the northwest intersection <br />of Central Avenue and 37th Avenue (or directly on the border with Minneapolis). As <br />proposed, Heights Gateway would have between 50 and 60 units located on four <br />floors above ground floor retail and parking. Currently, this project has stalled and its <br />development potential remains uncertain. <br />Coon Rapids <br />• RKL Land Holdings received planning council approval of the site plan and plat map <br />for a senior housing development to be located in the southeast quadrant of the City, <br />on a parcel west of University Avenue and south of Coon Rapids Boulevard. The <br />development is planned as a 181-unit complex consisting of 91 congregate units, 48 <br />assisted living units, 10 high acuity assisted living units, and 32 memory care units. <br />We understand that RKL Land Holdings has yet to secure financing and a contract <br />MAXFIELD RESEARCH INC. 68 <br />
