Final assessments would be approved by the City Council after final project costs are <br />known and an assessment hearing is held, which is shown in the project schedule as <br />October 10th, 2017. At that time, the City Council may choose to reduce the amount of <br />the assessment if final project costs are less than costs estimated by staff. <br />5.2.3 External Funding / Grants <br />Staff researched the availability of external funding sources, such as grants, and is not <br />aware of any current government sponsored funding programs aimed at assisting property <br />owners with improving their private sump pump/drain tile systems, or installing new <br />basement waterproofing systems. <br />Numerous property owners that contacted City staff in years past did not have back-up <br />sump pumps in the event their primary pump failed, which resulted in their home being <br />flooded. Private systems can also be enhanced by adding battery back-up in the event <br />their power fails for an extended duration. <br />Numerous basement waterproofing systems are readily available and can be very <br />effective in preventing home water intrusion due to locally high groundwater table <br />elevations. These systems, which can be installed either internally or externally, cost <br />anywhere from several thousand dollars to several tens of thousands of dollars, <br />depending on the extent of the waterproofing improvements required. <br />Staff will continue to periodically research the existence of grant programs for assisting <br />property owners with such system enhancements. <br />Feasibility Report <br />Gibbon Street and 173rd Avenue Drainage Improvements <br />City of Ramsey Project No. 16-88 <br />Page 9 <br />
