POLICY BOARD BUSINESS <br /> <br />City Planner Anderson introduced Colleen Anderson, a new Board Member. <br /> <br />Board Member Anderson stated she works for the State of Minnesota, Minnesota <br />Department of Labor and Industry. Her position helps get building codes adopted for the <br />state. She has worked in this capacity for over 20 years. She noted she has a four-year <br />degree in Psychology and a two-year degree in Paralegal. <br /> <br />Board Member Reid arrived at 6:33 p.m. <br /> <br />5.01: Consider Landscape Plan for North Commons Second Addition (COR <br />THREE/Project No. 16-63) <br /> <br />City Planner Anderson presented the staff report, noting that the proposed plat would create <br />13 new residential lots. While the proposed lots are similar to the lots on the north side of <br />th <br />148 Lane, they are slightly larger. The Landscape Plan was prepared by Landform and <br />will include 13 trees, in a combination of 4 species that will be installed within the <br />Boulevard. The home builders will be responsible for landscaping on their lot. Because <br />of the smaller lots, there will be more street-scaping versus landscaping. Staff has asked <br />that a note be included in the plan that specifies any deviations from the plant schedule <br />must be first approved by the City. He noted the Natural Resources Inventory identifies <br />this site as Urban with Little Vegetative Cover. There are no significant or high value <br />natural areas within the site. A Tree Inventory is not required. He explained the site is <br />within a Drinking Water Supply Management Area (DWSMA), therefore, the <br />Engineering Department is recommending that the stormwater pond in the rear yards be <br />eliminated as infiltration is not permitted in a DWSMA. Engineering staff is working on <br />a more regional solution to accommodate the infiltration requirements. There is <br />stormwater infrastructure coming in from Bunker Lake Boulevard, so the stormwater will <br />just be routed elsewhere. <br /> <br />City Planner Anderson stated the Landscape Plan is generally acceptable with necessary <br />revisions outlined in the attached Staff Review Letter. Staff would recommend approving <br />the Landscape Plan, prepared by Landform and dated June 2, 2016, contingent upon <br />compliance with the Staff Review Letter dated June 17, 2017. <br /> <br />Board Member Hiatt asked what type of landscape will be along the back side, along <br />Bunker Lake Boulevard. <br /> <br />City Planner Anderson replied because it is a County highway and a County right-of-way, <br />street trees are not permissible.
