Enclosure (B-3) this agenda which covers the <br /> public hearing on this matter. <br /> <br />b. Enclosure (B-5) this which covers the Planning <br /> Commission action on this matter. <br />c. Enclosure (D3-a) copy of site plan sketch of pro- <br /> posed solar greenhouse as to location on lot in <br /> relationship to side yard, rear yard & dwelling unit. <br />d. Solar Greenhouse: It will be located in R-1 zoning <br /> district with the transitional area. The proposed <br /> solar greenhouse size is 20 X 30 (600 sq. ft). The <br /> individual wants it as a hobby. However, he does plan <br /> to operate it as a part-time business. <br /> <br />Comments: My comments to the ~lanning Commission in granting <br /> this conditional use permit were negative. My ration- <br /> ale for the negative approach is because I just don't <br /> belive in conditional use permits in an R-1 area as <br /> are too hard to police administratively. <br /> <br />Recommendation: If Council does approve of this I would rec- <br /> ommend the following in addition to the Planning & <br /> Zoning Commission recommendation: <br /> <br />1. Redwood fencing along property line to conceal service <br /> drive to greenhouse. <br /> <br /> <br />
