Lorraine Blake, Attorney for Ms. Nugent, 6016 Stillwater Road, St. Paul, Minnesota Ms. Blake says I am the attorney for Ms. Nugent. There haS been cattle on that property for several years. The land has been used as in prior years. She is planning on getting rid of the pigs as soon as possible. I understand the existence of rules to limit it to a certain number of animals but if ~ cannot get a variance, she has a right to seek her recourse in court and challenge the rule to the right of competing uses. The rule exists for your health and safety rules instead of zoning rules. I understand that the pigs were the main objection and the pigs are being phased out. Mrs. Malaman says we haven't had cattle on our place since 1970, if we want to go back into cattle business, do we have to cc~e back and get a permit. Bill Goodrich says Yes. The counsel adopted this ordinance a short time ago allowing a few animals but that if you had animals before the ordinance you would not have to get a permit and if you did not have animals then you would have to get one. Mr. Peterson says is the Conditional Use Permit is granted, ~ would specify as to how many she may have. Mr. Goodrich says there would be an agreement between Ms. Nugent and the City and it would be to protect everyone but they would not have to come back annually. So long as she uses it properly and there are not a lot of conplaints by citizens or if the condition should not change she weuld not have to come back and get a new permit. Mr. Peterson says that she cannot change the conditions and neither can the neighbors. Every persons rights areprotected.
