Public Hearing <br />P & Z-4- <br />12/15/80 <br /> <br />a smell. She spread manure behind our fence line. We now have a giant <br />steal corrugated fence behind us. Prior owners had only 1 or two cows <br />or horses and now she wants 50. <br /> <br />Mrs. Dill says she had cows ~ere first. <br /> <br />MS. Nugent says that the man who rented same prope~y ~ she did had 13 <br /> <br />Mr. Rychner says that if she changes her attitude and takes down the fence <br />and keeps the cattle on other side of fence it would be all right. I <br />would'nt have a problem if they keep 30 cows across the creek and take <br />down the fence. <br /> <br />Mr. Scorggins says that 40 years ago there was no pollution problem until <br />the area built up and the dump was put in. Now I have paper, and debris <br />in my hay. <br /> <br />Mr. Villeneuve says that he doesn't think there is anyone against farmsrs. <br />He has farmed himself and he is not against farmers and he doesn't think <br />that anyone else here at the meeting is either. What ~ are against <br />is the smell and pollution. If they had wanted to get along with us <br />three or four years ago we would not have had this problem and never would <br />have. It has just snowballed. We tried to pursu~ with good faith. We <br />don't want our faces slapped again. <br /> <br />Mrs. Kortuem says that prior to Nugents living there the people before did <br />not have smell, but the pigs were the problem. What happens if the manure <br />builds up again. <br /> <br />Mr. Goodrich says we can enforce a contract if they don't do it and if found <br />to be in violation, we can ask them tomove it. <br /> <br />Ms. Blake says that obviously this problem has a history. I have talked to <br />the Mayor, City Administrator, City Attorney and also to the PCA. It is <br />unfortunate that people can't get along. If contract is to be drawn it <br />is important to know that the cows will go across the creek to let grass <br />grow so there will be no erosion problem and so also theywill have enough <br />grass to eat when they are returned across the creek. I spoke with the PCA <br />regarding the pigs and the smell. The PCA looked at it. The Nugents will <br />haul off the manure and this will be taken care of. <br /> <br />Mr. Dunn asked if the cows will be confined. <br /> <br />Ms. Nugent says on the cement slab and her garden. <br /> <br />Mr. Peterson asked any cows on the front yard. <br /> <br />Ms. Nugent says she has her one milk cow. <br /> <br />Mr. Dunnasked how big of an area. <br /> <br />Ms. Nugent says just the cement slab and her garden. A small area. <br /> <br /> <br />
