That the property lying adjacent and ~st and north~st of %he <br />applicant's property is used as Residential; that the property lying adjacent <br />and east and south of the subject property is used as agriculture crop land. <br /> <br /> 4. That cows are kept on various parcels in the City of Ramsey; that <br />the commission is not aware of any feed lot situations in the City which <br />would have the concentration of cows the applicant proposes for a two- <br />month period on her 4.9 acre tract. <br /> <br /> 5. That the Minnesota PCA requires, for the concentration of cows the <br />applicant proposes, a feed lot permit. <br /> <br /> 6. That because of the nature of cows, there is a tendancy for them to <br />draw flies, insects and rodents. <br /> <br /> 7. That the present motal corrugated fence on the applicant's property <br />which fence separates the applicant's property and her neighbors to the ~st <br />is unsightly, undesirable and obnoxious. <br /> <br /> 8. That if properly regulated and operated, the feedlot proposed by <br />applicant will not substantially injure or unduly restrict the enjoymsnt <br />of other property in the i~mediate vicinity; that the present operation <br />has d/minished the adjacent property values, but there is no finding that this <br />has substantially impaired said values. <br /> <br /> 9. That drainage is a potential problem with the operation, but this <br />problem can be contained by compliance with the PCA feedlot permit. <br /> <br /> 10. That the applicant's proposal will cor~ply with all applicable regula- <br />tions of the zoning district assuming that the PCA feedlot permit is co~plied <br />with, and conditions of a proposed conditional use permit are complied with. <br /> <br /> 11. That the city's building department and fire marshall can adequately <br />assure appropriate fire protection. <br /> <br /> 12. That the use will create no electrical disturbance, noise and/or <br />vibration disturbances. <br /> <br /> 13. That the proposed use will create possible odor problems; that <br />the conditional use permit will need to address this problem in order to <br />minimize its affect. <br /> <br /> 14. That the proposed use will not create any harmful air pollution or <br />glare. <br /> <br /> 15. That the potential for erosion exists,but that compliance with the <br />PCA feedlot permit will minimize this problem. <br /> <br /> 16.
