Ron West suggested bringing up to the City Council the question of whether <br />or not a survey would be needed in this case being the owner will retain <br />ownership. <br /> <br />Motion by Gerald Zimmerman and seconded by Ben Deemer to recommend to City <br />Council and Board of Adjustment that Mr. Raymond Mox be allowed to subdivide <br />his ten-acre parcel located on the southwest corner of 161st Avenue N.W. and <br />Armstrong Blvd. into two five-acre lots. <br /> <br />Ron West suggested that a Certificate of Survey not be required because there <br />will be no deed transferred and it will stay in the present owner's name. <br /> <br />Motion carried <br /> <br />2. Zoning Problems; Case of Good value Homes <br /> <br />Chairman Peterson said that it is difficult to get loans on a Conditional <br />Use Permit. The banks want to see a more permanent document like zoning <br />ordinance. He stated this is a zoning problem. <br /> <br />Ron West said he felt the corner there is ideal for a savings and loan <br />or a bank, but if the city makes the area industrial the bank would not <br />want to be next to a manufacturing business such as Good Value Homes. <br />He said he would like to see if anything is done that it be temporary. <br /> <br />Ben Deemer said there has always been building and selling of campers <br />on the site. <br /> <br />Ron West noted Good Value Homes is just renting the building and are not <br />the owners. <br /> <br />The consensus of the commision was to go ahead with the Conditional Use <br />Permit with the idea they would like to keep it a business area in the future. <br /> <br />City Administrator Schnelle said the city has had problems constantly <br />in that area with zoning and the bankers do not like to loan money on <br />Conditional Use Permits. <br /> <br />Ben Deemer said he felt the business fits the zoning there because he <br />is selling his product retail and not wholesale to someone else to sell. <br /> <br />Chairman Peterson read the motion from the P & Z Commission minutes <br />of August 4, 1980 on determining permitted uses in B-1 zoning. <br /> <br />"Motion by Chairman Peterson and seconded by Gerald Zimmerman <br /> to recommend that city staff use as a basis for determining <br /> permitted uses the general definition of "business" listed <br /> in the City Code." <br /> <br />Ron West suggested giving them a Conditional Use Permit and when they <br />move on, it will be back to the B-1 that it should be. He said he felt <br />it is a prime location for B-1. <br /> <br />Chairman Peterson said he and City Administrator Schnelle discussed whether <br />or not light industry or light manufacturing would be appropriate for this area. <br /> <br />P & Z Regular Meeting Page 3 9/2/80 <br /> <br /> <br />
