Kathy Schneider asked what the ordinance on multiple housing says about <br />someone who is renting a lower half of a split level. <br /> <br />City Administrator Schnelle said sewer & water is needed to do that. <br />Anyone who is renting a lower half of a split level is in violation. <br /> <br />4. P & Z Budget Review <br /> <br />City Administrator Schnelle informed the commission that all city activities <br />were adjusted to bring them in line with the budget. <br />He said the city does not have a City Planner on staff and there are things <br />that should be done by a person trained in the field. <br /> <br />Chairman Peterson said the commission does want more staff. <br /> <br />City Administrator Schnelle said the city cut back one person from city <br />staff and there are a lot of things that are not being done that should be <br />done. The city is operating with a limited staff. <br /> <br />Ron West recommended getting a full-time planner. The city is at the stage <br />where sewer will be coming in and a planner would be excellent to have. <br />He said the city doesn't need an engineer as it has an'engineering firm <br />now. <br /> <br />Ben Deemer suggested that the planner be a zoning officer also. <br /> <br />Motion by Ben Deemer and seconded by Ron West to recommend to City Council <br />that they consider hiring a full-time professional-type person to take care <br />of the city's needs in the Planning & Zoning area. Motion carried 7-0. <br /> <br />Art Dunn asked how the governor's big cutback would affect Ramsey. <br /> <br />City Administrator Schnelle said the city is going to pick up an increase <br />in State Aids and wouldn't suffer much loss. He said the computed <br />population figure would be between 10,000 and 11,000. <br /> <br />He said he hoped the budget would be to the City Council by the middle of <br />this month. <br /> <br />Motion by Kathy Schneider and seconded by Ron West to adjourn the meeting <br />at 9:35 P.M.
