Mayor Gamec stated that there had been an agreement at one time that the <br />City would assist property owners removing the trees once they were cut down <br />but it became such a large operation that the City did not have the staff to <br />do it. <br /> <br />State law regarding elm tree disease was discussed. <br /> <br />It is the consensus that the present tree program is adequate for the City of <br />Ramsey. <br /> <br />Chairman Peterson said that people could be made more aware that they can <br />purchase trees through the Soil Conservation Service at a very reasonable <br />cost from $2.75 to $4.50 per 25 seedlings. <br /> <br />HOUSING ELEMENT Discussion <br /> <br />It was noted that energy calculations are all a part of the State Code <br />and the City has adopted the State Code by reference. <br /> <br />John Hubbard noted that Minnesota is not the best climatic situation for <br />earth shelters or for using solar access. <br /> <br />Kathleen Schneider stated that it could be made known that the City is encouz~ <br />aging individuals in building energy efficient housing and~.research could be <br />done to see if there is some way to aid people in this respect. <br /> <br />Ben Deemer said t~. Git~--~ho~-e~e~ur~ge~bu.i~t~&ng-.~-t~since it <br />is about the same cost. <br /> <br />Chairman Peterson added that the ordinances could be reviewed to insure that <br />there isn't conflicts between energy efficient housing, reforestation, <br />height limitations~ etc. <br /> <br />Kathleen Schneider stated that general statements should be written in <br />without being too specific. <br /> <br />LAND USE ELEMENT Discussion <br /> <br />The comprehensive sewer plan will serve as a timing element in respect to sanitary <br />sewer~ <br /> <br />Mr. Marston stated he was not sure that the Metropolitan Council will accept the <br />Comprehensive Plan without a separate land use plan which is what the City is <br />proposing~ and in checking with the Council~ they did indicate that it would be <br />okay.. <br /> <br />Regarding Agricultural~ there is no zoning classification for agriculture <br />and that is because the~e are no concentrations of agricultural activities <br />or prime agriculture land, it is not economically feasible to conduct agricultural <br />activities in Ramsey, <br /> <br />Regarding residential, is there a need to distinguish between rural and <br />transitional areas?
