10 Minutes CASE ~3:

DISCUSS POLICY RELATING TO IMPACTS ON
SAFETY ZONE B OF THE AIRPORT SAFETY ZONING
By: Dave Hartley, City Administrator

Background:

One of the restrictions included in the Airport Safety Zoning for Safety Zone B
is that property located within the Safety Zone B cannot be developed at
greater densities than those which are currently in place. This means that the
one acre lots cannot be resubdivided in the advent of sewer and water. Many
property owners rely upon the ability to resubdivide as a way of paying for
public utilties if and when they are extended into the area.

Recommendation:

The City Council should consider its policy that may apply to the areas within
Safety Zone B as it would relate to the cost of any future extension of
utilities into this area. Example: The City Council may wish to consider
permitting the City to assume the cost of utilities which would be assessed to
those properties which are vacant and are eligible for resubdivision while
assessing only those properties in Safety Zone B which are developed or
permitted to be developed as of the date of the establishment of Airport Safety
Zoning.

There may be other acceptable scenarios to this policy. However, it is
important that the City Council consider such a policy at this time.

Council action will be to discuss,

Review Checklist:

Administrator
Attorney
Engineer
Community Development Director

Chief of Police
Finance Officer
Public Works Superintendent
Merland Otto

X
