Two of <br />these locations are outside of the City of Ramsey. A third <br />Iooation is adjacent to the existing storage facility <br />located at 13760 Ebony St. NW, in a plat described as <br />Riverside West. One of the primary factors in an expansion <br />site selection decision will be anticipated utility <br />assessments. I have been advised that a metropolitan sewer <br />main trunk will be extended under 138th Ave NW up to the <br />western boundary of Riverside West late in 1987 or early in <br />1988. While I have been verbally advised that the cost of <br />sewer trunk construction will be recovered through sewer <br />hookup charges rather than assessments against individual <br />properties, discussions with the City Manager regarding the <br />timing and criteria for extension of sewer laterals through <br />the remainder of the Riverside West development have been <br />inconclusive. While I appreciate that Mr. Hartley may be <br />reluctant to set forth a definitive position on sewer <br />assessments in the absence of council approved policy, I <br />cannot objectively compare business locations without <br />knowledge of costs and future assessment liabilities. <br /> <br /> Accordingly, I request that the council consider, at <br />the earliest opportunity, the following questions: <br /> <br /> 1. What criteria will be established to initiate <br />extension of sewer laterals into neighborhoods served by a <br />sewer main. Specifically, will an individual property <br />owner, oz' a minority of property owners, be able to force <br />construction on sewer lines through the entire neighborhood? <br /> Will City government take a strong role in deciding the <br />timing of sewer construction? <br /> <br /> 2. Will assessments be levied without regard to their <br />usefulness to property use? Specifically, will properties <br />which permanently have no requirement for sewer or water <br />service be assessed the same as properties which benefit <br />substantially?. <br /> <br /> 3. Will assessments for lateral extensions be based on <br />(a) uniform cost per lot in the development, or (b) footage <br />of street frontage or (c) other formula? <br /> <br /> <br />
