ORDINANCE NO. 87- <br /> <br /> CITY OF RAMSEY <br />ANOK~ COUNTY, MINNESOTA <br /> <br />Amendment to Chapter 170.01 of the Ramsey City Code,. which <br />Chapter is known as the "Ramsey Zoning Chapter." <br /> <br />An Ordinance amending Chapter 170.01 by the addition of Section <br />170.017M which Section shall be entitled "Grading, Mining and <br />Filling Permits." <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AMENDNENT <br /> <br />170.0171~(1) Purpose: <br /> <br />The purpose of this section is to safeguard life, limb, <br />property and the public welfare by controlling grading, <br />mining, and filling operations so as to minimize conflicts <br />with adjacent land uses, to preserve good soils and to <br />regulate the type of materials used in filling operations, <br />and to ensure that disturbed areas are restored upon <br />completion of the operation. <br /> <br />170.017H(2) Scope: <br /> <br />This section sets forth rules and regulations to control <br />grading, mining, excavation, and earthwork construction <br />including fills and embankments, establish the administrative <br />procedure for issuance of permits, and provides for approval <br />of plans and inspection of grading construction. <br /> <br />170.017H(3) Definition-~: <br /> <br />For the purposes of this section, the definitions listed <br />below shall be construed as follows: <br /> <br />COUNCIL shall mean the City Council of the City of <br />Ramsey. <br /> <br />EARTH MATERIAL is any rock, material, soil or fill <br />and/or any combination thereof. <br /> <br />ENGINEER shall mean the City Engineer of the City of <br />Ramsey. <br /> <br />EROSION is the wearing away of the ground surface as a <br />result of the movement of wind, water and/or ice. <br /> <br />EXCAVATION is the mechanical removal of earth material <br />below finish grade and shall be limited to only those <br />areas needing soil correction, and shall not include the <br />exporting of earth material from the site. <br /> <br /> <br />
