PROPOSED FINDINGS OF FACT <br /> JOSEPH J. O'LEA/IY <br /> <br />I. That Mr. Joseph J. O'Leary, hereinafter referred to as "Applicant", has <br />applied for a conditional use permit to ope~'ate a welding and repair <br />business from his home in the R-1R Rural Residential district. <br /> <br />2. That the Applicant appeared before the Ramsey Planning and Zoning <br />Commission for a public hearing pursuant to Section 170.013D of the Ramsey <br />City Code on October 6, 1987 and that said public hearing was properly <br />advertised and that the minutes of said public hearing are hereby <br />incorporated as a part of these findings by reference. <br /> <br />3. That the subject property is generally known as 7799 159th Lane N.W. <br />and is legally described as follows: <br /> <br />Lot 10, Block 1, Sorteberg's Addition, Anoka County, Minnesota. <br /> <br />4. That the subject property is located in the R-iR Rural Residential <br />district and is approximately 2.5 acres in size. <br /> <br />5. That the Applicant is requesting a conditional use permit to operate a <br />welding and repair business from his home on the subject property. <br /> <br />6. That the Applicant has stated that he has no employees on the subject <br />property and that he stores two trucks and his equipment on the subject <br />property. <br /> <br />7. That the Applicant has stated that he uses the subject property for <br />telephone number and mailing address purposes for his business. <br /> <br />8. That a welding and repair business is not a permitted use in the R-IR <br />Rural Residential district. <br /> <br />9. That the adjacent properties are also located in the R-iR Rural <br />Residential district. <br /> <br />10. That there are no other similar pe~-mitted conditional uses in the area. <br /> <br />11. That the Applicant has stated that no customers come to the subject <br />property for his business; the Applicant goes out to his customers. <br /> <br />12. That the proposed use will not increase the traffic to the area. <br /> <br />i3. That the proposed use will not be unduly dangerous or detrimental to <br />p~rscns residing in the area. <br /> <br />14. That the proposed use will not substantially impair the use or <br />enjoyment of surrounding properties. <br /> <br />15. That the proposed use will not be harmonious with the specific <br />objectives of the Comprehensive Plan. <br /> <br />16. That the proposed use will be operated and maintained so that it is <br />harmonious and appropriate in appearance with the intended character of the <br />neighborhood. <br /> <br /> <br />
