CODE 18 <br />ENViROi~.~ENTAL INTRUSIONS STATEMENT <br /> <br />Existing and proposed environmental intrusions are shown on the site <br />plan. <br /> <br />Existing Intrusions <br /> <br />The right-of-way of 142nd Lane N.W. intrudes 30 feet into the <br />northern boundary of the park. The street is bituminous paved <br />with concrete curb. Sewer and water utilities are buried beneath <br />the street. <br /> <br />A farm field access road was built across the north end of the <br />oxbow many years ago. <br /> <br />The park access rcad and a parking area has been graded. The <br />estimated capacity of the unpaved lot is 40 vehicles. When <br />paved, the lot would provide 61 spaces. <br /> <br />Future Intrusions <br /> <br />A river crossing is planned for Anoka County Road 116. Bridges <br />will cross the Rum River and the Rum River oxbow. An embankment <br />will support the road across the park. <br /> <br />MITIGATION STATEMENT <br /> <br />Existing Intrusions <br /> <br />Trees will be planted along portions of the southern right-of-way <br />of 142nd Lane N.W. to screen the street and possible parking from <br />the park. <br /> <br />The farm crossing of the oxbcw is planned to be upgraded and used <br />to support an access road to a parking area for the picnic and <br />nature areas and the canoe landing in the south end of the park. <br /> <br />The parking lot is well screened by natural vegetation on the <br />south and southeast ends of the the lot. Additional "softening" <br />of the access road and parking area will be accomplished through <br />landscaping with predominantly native materials. <br /> <br />Future Intrusions <br /> <br />Vegetative plantings will be placed to screen the future County <br />Road 116 from the park. Negotiations are in progress with Anoka <br />County to provide below grade crossings for the access road and <br />trails to the picnic area and canoe landing. <br /> <br />1 <br /> <br /> <br />
